Poland: no one country to blame for EU constitution failure

Polish President Aleksander Kwasniewski said Saturday no particular country should be blamed for the failure of the EU summit in Brussels to reach an agreement on a constitution. "It is impossible to put the responsibility for the absence of an agreement on one particular country," he told a news conference in Warsaw.

The Brussels summit broke down after failing to bridge differences over voting rights in an enlarged EU, notably due to the refusal of Poland and Spain to surrender generous rights secured three years ago. Kwasniewski described the failure of the talks as an "episode in the history of Europe."
